If you can set xenos to assimilation in species rights, then synth ascension is clearly the best, but otherwise, it has issues.

So how is a fanatic purifier supposed to go about conquering xeno planets?

Natural engineers is also a great trait for this species.

I recommend trying this with the two ai mods provided.
